Transparency is a concept often most visible in the realm of social responsibility and compliance. Transparency is about access to information (e.g., rabies surveillance data and rabies related information). It is about the ability of the receiver to have full access to any rabies information, not just the information the sender/authority is willing to provide. – (See more here).
